Boveda will never humidify beyond the RH on the pack, so there's no such thing as "too much". You want to think in terms of using at least the minimum because the more you use, the more efficient Boveda works and the longer they last. 

By regulating moisture content in a container, Boveda provides 15% higher terpene and cannabinoid retention than herb stored without humidity control.

Simply place the correct number of sachets in your container to maintain a precise RH. Each Boveda consists of a specially prepared saturated solution of pure water and natural salt. This solution is contained within a water-vapour permeable "reverse osmosis" membrane. Within a closed container, Boveda maintains a predetermined level of RH by releasing or absorbing purified water-vapour, as needed, through the membrane.

Note: Do not mix Boveda RH levels in the same container, and do not use them in the same container with other humidification products; they will fight against each other and reduce the efficiency of the Boveda.

Every Boveda RH is accurate to +/- 1% in an air-tight environment, which humidors are not. It's common that the actual RH of your humidor will stabilize up to 5 points lower than the Boveda RH you're using, due to humidor and ambient dryness.
